On October 22, 2025, the China Society of Automotive Engineers (China-SAE) released the “Technology Roadmap 3.0 for Energy Saving and New Energy Vehicles (NEVs)” (Roadmap), which was prepared on behalf of the Chinese Ministry of Industry and Information Technology. The technology roadmap describes "1+5+26" as the framework for the study: one industry matrix, five technology items, and 26 specialized fields. Based on the transformation of green low-carbon, intelligent connectivity, and smart manufacturing in the automotive industry, the Roadmap proposes a development vision and overall goals for the automotive industry toward 2040.

The China Society of Automotive Engineers has published its Technology Roadmap 1.0 and Technology Roadmap 2.0 in 2016 and 2020, respectively. The revision of this "Technology Roadmap 3.0" began in December 2023, and took 18 months to compile, with the participation of more than 2,000 experts and more than 600 companies from fields including automobiles, energy, transportation, materials, communications, and AI.
